BWCP was instructed by the PLA to put together a bid the HM Treasury for the London freeport. We brought together a team including ARUP, the Miami Free Zone Corporation and Taylor Woodrow. Rated by the FT as front runner, terrible unemployment figures caused the Cabinet to rethink and grant freeports to areas of decline, with the result that not one flourished.
