I am given to understand that one of your drivers was last week responsible for the destruction of the historic arch which forms the entrance to the mews from Lexham Gardens. The RBK&C District Surveyor attended the incident and has the driver’s details. I am writing to suggest that it would stand your company in good stead if you were immediately to put in hand the faithful reconstruction of the arch by the appointment of an appropriate me if that would be helpful) with an assurance that the repair will be put in hand without delay. Doubtless your insurance will reimburse the costs, unnecessary delay will be mitigated and legal costs avoided if you can action this right away. The truck in question had made a delivery to me at no 33 Lexham Mews, and as within my house, at the time of the incident. Although I did not witness the impact, I heard the noise, looked immediately from my 1st floor window, which looks directly South to the arch, and saw the lorry stationary under the arch surrounded by a cloud of dust. and suggested that they immediately dispatch someone from their branch to take control. I then went to speak with the driver and took the attached photographs. The driver had the presence of mind to not move the truck & was effectively "policing" remains of the arch. After about half an hour I returned to work, by which time no one from Jewsons had called or had arrived to assist the driver, so I again called to urge them to visit the scene & I in turn called the Roads Department of RBK&C to advise them of the incident, as the arch was patently unsafe. Dear Mr Waters,
I am the freehold owner of No's 1 & 2 Lexham mews and live at No.2 I am probably the most affected by the untimely and sad destruction of the arch, as it is built against my block of property, I see it everyday from my window and pass through it daily. The current state of the arch is depressing and I am therefore very grateful to you for the proactive measure you have taken.
I am a Chartered Building Surveyor working in central London, primarily on the repair and redecoration of listed buildings and buildings in conservation areas and as such am as keen as you that the arch should be rebuild as an exact copy of what was there, using the same materials and buy contractors skilled in this type of work. I agree with your suggestion that an appropriate conservation Architect (or of course Surveyor !!) should be appointed and hope that pressure from Lexham Mews owners will ensure this happens.
I intend to put pressure on the relevant parties as soon as time will permit, in the meantime I thank you again for what you have done to date.

Just to further update you as at the position today.
Our insurers have had spoken to the Design & Conservation team at The Royal Borough of Kensington & Chelsea who have advised that they are obtaining quotes for the repairs to the arch, (as advised below). They have advised that they have set a deadline for these to be submitted by the end of March.
As yet they have been unable to get confirmation from The Royal Borough of Kensington & Chelsea that they own the archway.
Davies and Throgmorton Investments Ltd have both been advised of this.
We are waiting for both parties to provide estimates for the repairs to their respective buildings.

Hope you got the letter I faxed you yesterday from Michael Walsh at RBK&C, dated 15th November 2006 (copy attached). In it he says that on 27th October 2006 Stoneguard (London) Ltd were appointed to carry out the "repair" work and the work is expected to start in the next 2 to 3 weeks. Believe it when I see it, but it looks hopeful.
When the work does start, perhaps whoever it is who has chained their bike to the arch will remove it! It has been there for weeks and is a bloody eye sore, it is not mine or from No 1 or No. 2B, so could be from Lexham Gardens ! (perhaps I should get a life, but it bugs me every day)

RBKC said works were to start last August; now say their tenders were too high for the insurers, and that was months' ago...
Watch my website: we plan a street party in the mews to inaugurate the rebuilt arch [in the spirit of Clochmerle] and Barry Munday supports my thought that Saint Gobain might be asked sponsor a design competition to create a modern mews arch at the other end.

They put up scaffolding and closed the road for a week but have now disappeared!
Rumour has it that they found the arch 'out of true'! [Hope that won't happen at Wembley].
As a mere architect I would have thought they would know that before they quoted. Anyway fixing it is part of the job... what they are now doing, apart from teasing us all, I really don't know.
By copy may I ask Mike Walsh at RBK&C to enlighten us all please?

From what I have been able to ascertain, the rumours are true ! My neighbour at No. 1 spoke to the "foreman" as the scaffolding came down, who advised him that indeed they had "discovered" that what was left up was out of true. He said that they hadn't included for rebuilding this section of the arch and that the scaffolding would need to be changed to allow this to happen. He also indicated that rather than leave it up whilst the job was requoted, it was more cost effective to take it down.
It was clear to me that the arch was out of true and that further demolition was required, but then again I have had to look at the damned thing for the year and a half that it has been like that (also as a Building Surveyor I should know these things).
Re the the teasing, you can imagine the elation I felt when I returned from holiday to find the scaffolding up, however this rapidly turned to despair when I came home from work to find it gone.
I too would be grateful for Mike Walsh's enlightenment and if I can be of any assistance to him in my capacity a Chartered Building Survey, based "on site", I would be more than happy to assist, if it helps get the work done.

As you are aware, Stoneguard (London) Ltd were appointed on 27th October 2006 to carry out works of repair to Lexham Mews Arch. The contractors applied for permission to close the highway and erect scaffolding. Works were scheduled to be completed within four weeks from the date that the scaffolding was erected and the highway reopened. Following the erection of the scaffolding and on closer inspection by the District Surveyor, further works of demolition were required before any rebuilding could commence. The scaffolding which had been erected was therefore hindering access to the equipment required for the demolition and was therefore removed from the site. The contractors are now re-quoting for the extra works required and the quotation is expected in the immediate future. The cost of the extra works will have to be agreed by the insurers prior to any works recommencing but it is expected that works will recommence, subject to agreement with the highway authorities, within the next 4 to 6 weeks.

Three months from appointment to erection of scaffolding seems a very long time and I would have thought that during and indeed before that time a full and proper inspection of the state of the arch would have been carried out! The whole project seems to move at a snail’s pace and I hope that RBK&C, as planning authority, will now put pressure on the contractors to ensure that they supply an accurate quote as quickly as possible (it is already nearly three weeks since the scaffolding came down) and proceed with the works as soon as that is agreed. Otherwise this whole sorry saga looks set to drag on throughout the whole summer with local residents having to endure the appearance of the arch and inconvenience once the scaffolding is re-erected.
